How much to charge for creating a database that is highly time consuming?

It is a database for a mail merge. I will need to search for Businesses that have a required level of sales and two different cities. And it will also be sorted by type of business. I am trying to give the person a reasonable rate. Any help would be appreciated. I want to do a flat rate. The list will contain 200 Businesses.

when I estimate a programming project, I define all of the requirements from the users and come up with the time it "should" take to create. Then I use that number and multiply it by my hourly rate. If you feel that amount is too much, then adjust it accordingly.
